MinRestartInterval parameters sets a minimal interval value in seconds between restarts of the second cascade process. Before starting a new process, a process thread will check the time when the replaceable process has started and failed. If the time from start to failure doesn't exceed the minimal interval value, a new process thread will wait until it is reached and then start a new process.
